INTRODUCTION: This warned hearing was to review zoning application #13-23, from Judith Cameron, to install a single wide mobile home on Lot #1 of Parcel # 0040085, located at 85 River St. , Wallingford village. As the property is within a special Flood Hazard Zone (100 year flood plain), a conditional use permit from the DRB is required.
The hearing was advertised in the Rutland Herald, and the abutting neighbors were sent notice by certified mail, with return receipts, per statutory requirements.
Meeting started at 7:08 p.m., with the following DRB members present: John West (chair), Ann Tiplady, Jill Burkett, and Carol Ann Martin. A list of others in attendance, prior to 7:15 p.m., is attached. John West explained, the hearing procedure, and swore in all interested parties.
Hearing was called order at 7:15 p.m. (and was recorded). Jeff Biasuzzi, zoning administrator, gave a general discussion of the application, and presented a letter from Josh Carvajal, River Corridor & Flood Plain Management for VT’s Agency of Natural Resources (ANR), dated 9-17-13. In summary, this letter by ANR would require that:
- The bottom of mobile home to be a minimum of One (1) foot above the Base Flood Elevation of 561 feet (above sea level).
- The foundation system be designed to resist flooding and be anchored to the mobile home, and references to FEMA publication were provided.
- A VT licensed engineer must certify the foundation design is in compliance to National Flood Insurance Program standards.
The public hearing was adjourned at 7:40 p.m., and the DRB entered into deliberative session (not recorded). The deliberations were closed, and the DRB unanimously voted to approve the Conditional Use application, subject to compliance with specific permit conditions. Jeff Biasuzzi is to draft the Conditional Use Permit, and send to the DRB members for review and signatures. The meeting concluded at 8:05 p.m.
