Village Center Designation
On November 24, 2003 portions of Wallingford Village, South Wallingford and East Wallingford were designated Village Centers by the Agency of Commerce and Community Development. This designation, as provided for in 24 V.S.A. chapter 76A, was created by the legislature in 2002 to recognize and encourage local efforts to revitalize Vermont's traditional village centers. While village center revitalization is an ongoing process to improve a community's vitality and livability, it is only one tool and its focus is on supporting commercial activity in the center of Vermont's villages. Further information on village center revitalization, designation and benefits available can be found at www.historicvermont.org.
Benefits available for designated village centers are:
° 5% Vermont Income Tax Credit for Substantial Rehabilitation of Certified Historic Buildings. This credit is available for income producing buildings that apply for and qualify for the 20% federal Rehabilitation Investment Tax Credit. Qualifying projects, therefore, receive a total tax credit of 25%.
° 50% Vermont Income Tax Credit for Code Improvements to Commercial Buildings (fire, life, safety and accessibility code; health department rules for food establishments; agriculture department rules for the sale of dairy and meats; and agriculture department rules on weights and measures. Only one award, up to a maximum credit of $5,000, can be awarded to any one building.
° The State's Municipal Planning Grant Program and the Consolidated Plan for HUD funding including the Community Development Block Grant Program (CDBG) will give designated village centers a priority consideration for all grants.
° The State Buildings Department will give consideration and priority to designated village center locations when leasing or constructing buildings, in consultation with the community.
° A Special Assessment District in a designated village center may use funds for operating costs in addition to capital expenses.
Contact the Agency of Commerce and Community
Development for further information at (802) 828-3211 or (800) 622-4553.
