Present:  Bill Brooks, Charlie Angel, Joan Crowley, and Julie Sharon  

Visitors: Tom Phillips, Nan Dubin, Keith Shelvey, Charlie Gauthier, Dennis Stocker and Sandi Switzer  

Chair B. Brooks called the meeting to order at 6:32 p.m.  

Minutes.  J. Crowley made a motion to approve the September 8th minutes, which was seconded by C. Angel.  Motion carried (3-0).  Regarding B. Brooks mention at the last meeting about giving permission to the contractor to put fill, from Dr. Baasch’s office expansion, around the well head at the pit, C. Angel questioned what material was brought over as cement and blacktop would not be acceptable.  He also mentioned that some of the residents next door in the senior housing are concerned about the (flammable) dry leaves remaining after some trees were taken down.  B. Brooks agreed to mention both issues to Don Glendenning.  

Selectboard Orders.  Pay orders totaling $18,755.64, including one deletion, were approved on a motion made by C. Angel and seconded by J. Crowley.  Motion carried (3-0).   

Elfin Lake Wish List.  Rec Committee members Tom Phillips and Keith Shelvey discussed the list.  K. Shelvey reported the State Police are investigating a break-in at the lake building last week that caused considerable damage to the doors.  Mr. Phillips requested purchasing surveillance equipment now and discussed the options available.  After some discussion, C. Angel agreed to donate $150 towards the equipment with Mr. Phillips.  K. Shelvey discussed the difficulty in finding landscape timbers in Rutland for the lake, and the Selectboard agreed to issue a check up front to Home Depot for $480 if needed.  Julie is waiting to receive a second quote for sealing the cracks on the tennis and basketball courts.  Mr. Phillips asked the Selectboard to consider having the tennis court paved next year when they are budgeting for road paving.  

Building Use Request. Nan Dubin, representing the Mill River Odyssey of the Mind team, requested permission to use a portion of the upstairs for an evening and/or Saturday each week from October through March in order to prepare for the competition in March.  They would be flexible with the day and time and would leave the premises as they were found except for storing some of their material on the stage.  B. Brooks made a motion to approve the request; motion seconded by J. Crowley.  Motion carried (3-0).  

Wallingford Volunteer Fire Dept. Coin Drop Request.  First Assistant Chief Charlie Gauthier requested permission to hold a coin drop on Saturday, October 10th from 8 a.m. to 4 p.m., with a rain date of October 11th.  They plan to solicit on Route 7, near Emma’s Place and the Wallingford Congregational Church. They agreed to adjust their time and location as St. Patrick’s Church has mass on Saturday afternoon and the Congregational Church on Sunday morning. B. Brooks made a motion to approve the request; motion seconded by C. Angel.  Motion carried (3-0).   

Other Business.  Dennis Stocker reported on the Citizens Advisory Meeting he attended on September 16th.  He also requested that the Selectboard consider obtaining a Knox-box, which allows non-destructive emergency access to the building.  Julie responded that the Town purchased a box years ago, and it is mounted on the front of the building.  A key was given to Chief Warren Allen.  

Caterer Permit.  C. Angel made a motion to approve a permit for Fitz Vogt for a party at the Kenlan’s on 9/29; motion seconded by J. Crowley.  Motion carried (3-0).  

Other Business.  C. Angel asked for an update on the Wallingford Fire District #1 agreement.  B. Brooks obtained copies of WFD #1’s charter and subsequent charter changes from the State, and that VLCT is reviewing them to see whether or not the agreement can be modified or it will require a charter change. He feels that if we don’t have an answer before year end, that the Selectboard could easily sign a one-year renewal agreement with the Fire District. 

Correspondence.  8/15 – 8/31 Sheriff Reports; Judicial Bureau Collection of Fines for August; Elfin Lake Questionnaires 8/24 Conservation Commission Minutes; 9/21 DRB Notice; and 8/15 – 9/05 Constable Reports.  

The meeting adjourned at 7:15 p.m.
