Present:  Bill Brooks, Joan Crowley, Charlie Angel, Joshua Gilman, and Julie Sharon

Chair B. Brooks called the Selectboard meeting to order at 6:30 p.m.  

Minutes.  C. Angel approved the minutes of September 13th on a motion that was seconded by J. Gilman.  Motion carried (3-0).  J. Crowley abstained.  

Selectboard Orders.  There were questions concerning the E. C. Crosby bill and the three property tax refunds.  Two budget payments due by the 15th for September and October to Mac’s for heating fuel were added in the amount of $3,019.50.  C. Angel made a motion to approve the pay orders totaling $41,311.02; motion seconded by J. Crowley.  Motion carried (4-0).  

2010 Summer Recreation Program.  In Kim Maniery’s absence, Cheryl Maniery recapped the five-week program, reporting income of $14,034, expenses of approximately $13,877, with a $156 profit.  These figures include a returned check for $180.  The Maple Valley Grange has expressed interest in paying for a scholarship; therefore, another $60 should be forthcoming.  Copies of some questionnaires filled out by the parents were given to the Selectboard.  Kim is meeting with the Clarendon Selectboard this month with some new requests, and she’s also writing to the RSSU Superintendent to ask permission to use their busses next summer, which would decrease the bussing expense.  The Selectboard will decide before next year’s program whether to offer a discount to Wallingford residents.  

Underground Storage Tank Repair Quotes.  The Selectboard reviewed the quotes for repairing the underground storage tank at the town garage.  B. Brooks had a question on D&M’s estimate.  J. Gilman moved to approve D&M’s bid in the amount of $2,246.46 assuming the new spill bucket has a 15-gallon capacity; motion seconded by C. Angel.  Motion carried (4-0).  

Sand/Hauling Quotes.  This item was deferred until the next meeting as there were questions for the Road Commissioner.  

Doty Trail.  Following up on last month’s meeting, B. Brooks believes that the discontinuance of the Doty Road by the Selectboard in 1884 would be considered void because they did not follow the proper procedure.  The Vermont Supreme Court agreed to a similar case heard in 1998.  Mr. Brooks explained the mass discontinuance of roads procedure that was done last October wherein the Town adopted the VTrans map that showed the towns highways which included the Doty Trail.  He also reported that the Selectboard agreed in 2005 to charge $500 for road discontinuances as the statute requires public notice in the paper as well as certified mailings.  Following further discussion, Mrs. Millard was told to keep the gate unlocked.

VSP Advisory Committee Appointment.  On a motion made by J. Crowley, and seconded by C. Angel, Daryle Thomas was appointed to fill the vacancy left by Paul Schulz, who represented the East Wallingford area.  John West also volunteered for this position; however, it was felt he does more than enough volunteer work already for the Town.  Motion carried (4-0).

Unison Letter.  The Selectboard reviewed a proposal from Unison Site Management, LLC who offered a lump sum to buy out the town’s cell site lease.  In addition, they would also receive 50% of any future income from new tenants renting space in the clock tower.  It was noted that the Building Committee should be included if the Selectboard decided to accept a buy out.  After further discussion, the Selectboard decided they were not interested in the proposed amount.  

Other Business/Announcements.  The Selectboard agreed that the temporary winter help highway position should be advertised.  Applications will be accepted through October 27th.  

Act 110 of the 2010 legislative session requires VTrans to work with towns to revise the agency’s current recommended Town Road and Bridge Standards to include practical and cost-effective best management practices in order to address pollution caused by transportation-related stormwater runoff.  J. Gilman felt their draft document is a good starting point for guidance and decision making for the towns.  

Since the Phillips did not accept the Town’s offer of $30,000 to purchase their property at 90 Waldo Lane, C. Angel contacted the Vermont National Guard regarding the reclamation of the “pit”.  Three guardsmen visited the site last week and were provided with a copy of the Willis engineering report and plans.  The Town will be contacted to complete paperwork for the project.  

There being no further business, the meeting adjourned at 7:45 p.m.
