Visitors:  Shane St. Claire, Kurt Brown, Lee Perry, and Sandi Switzer  

Chair B. Brooks called the Selectboard meeting to order at 6:30 p.m.  

Minutes.  C. Angel approved the minutes for October 18th on a motion that was seconded by J. Crowley.  Motion carried (4-0).  J. Gilman abstained.  

Selectboard Orders.  Pay orders totaling $167,671.60 were approved on a motion made by F. Bruce and seconded by C. Angel. Motion carried (5-0).  

Shane St. Claire – Roads/Stump Dump.  Mr. St. Claire, a resident of Nash Drive, reported that CVPS had cut down one of his trees that had fallen on a power line.  He gave away the timber but left the brush near the ditch.  Although it’s not the town’s responsibility, the road crew hauled it away but had no place to dispose of it. Mr. St. Claire feels that the town should provide a stump dump to its residents.  F. Bruce recalled the discussions the Selectboard had with him in 2001 about operating a stump dump on his land.  After several discussions, they decided not to pursue it.  It was mentioned that residents can dispose of some yard waste at Rutland County Solid Waste in Rutland free of charge.  

Mr. St. Claire also mentioned that rainwater is washing away the sides of the asphalt near L. Kennedy’s residence.  He said that both he and the road crew have fixed it in the past; however, it keeps washing out.  F. Bruce offered to inspect the road.  

Public Comments.  Kurt Brown, a resident of Maple Street, asked that the town dredge the ditch in front of his residence as the build up of leaves and silt plugs the culvert.  C. Angel reported that he had recently witnessed Mr. Brown rake leaves into the ditch; however, Mr. Brown insisted that he did not put in all the leaves that were shown in the pictures that were taken by the road crew. There was discussion on the cement wall that’s falling near the Cumberland Farms property, who owns the trench there, the catch basin system, and whether a closed canal would improve the drainage.  In conclusion, Mr. Brown promised to remove only the leaves that he had raked into the ditch.  

Property Insurance Coverage.  Concerning adding insurance coverage for “property in the open” which is a new option, VLCT reported that the cost is $1 per $1,000 of coverage.  The Selectboard agreed to insure the town-owned Veteran’s Park at 107 South Main Street for a total of $10,000 and $30,000 for the rec field playground equipment and fencing on a motion made by J. Crowley and seconded by F. Bruce.  Motion carried (5-0).  

Conservation Commission Resignation.  The Selectboard acknowledged receipt of a letter of resignation from Kim Blodgett, wishing her well with her family affairs.  

VT Watershed Grant Application.  On behalf of the Conservation Commission, J. Gilman sought approval to submit a grant application to the Vermont Watershed Grants Program.  The purpose of the grant is to construct a 100-foot long boardwalk, a 14-foot long bridge, and a trail connecting the two structures into the existing trail network at Stone Meadow, all of the south side of the “pit”.  The proposed structures and trail will grant pedestrian access to the edge of a wetland bog at the southeast corner of Elfin Lake and provide valuable educational and recreational opportunity.  The total project cost of $9,500 also includes clean up of the illegal dumping off the Boy’s Camp Road.  Unfortunately, the $5,000 special article approved by the voters in 2004 for recreational development of the “pit” was never included in the tax bills so it cannot be used towards this grant.  We would need to revote the article.  The master plan for Stone Meadow was also reviewed.  Following further discussion, a motion was made by B. Brooks, and seconded by J. Gilman to commit $1,000 towards this project and submit the grant application.  Motion carried (5-0).  

Public Comments.  Delinquent Tax Collector Lee Perry was present to report that four properties are up for tax sale tomorrow.  Total delinquencies are at approximately $53,000, and he plans to submit another seven properties to the attorney for tax sale.  By unanimous agreement, the Town will bid on any properties at the Tax Sale if there were no other bidders, and Julie Sharon will attend the Tax Sale to represent the Town.   

FY12 Capital Budget.   The Selectboard reviewed a list of the Town’s Notes Payable on Bridges through FY13.  5701·Elm Street Bridge’s last payment was budgeted at $10,900.  5707·Building Fund was budgeted at $17,300, which is offset by the yearly cell tower income. 5709·Route 140W Bridge Phase I is paid off.  5710·Route 140W Bridge Phase II was budgeted at $14,400 (2 of 3 payments).  5711·Pedestrian Bridge was budgeted at $15,200, which is the last of two payments.     

FY12 Town Government Budget.  5112·Election & Meetings will decrease from $2,000 to $200 because there are no major elections. 5113·Town Report will increase from $500 to $900 to represent the actual cost, although the school’s portion is approximately $400, which is shown in revenue.  5114·Office Expense decreased $2,500 to $10,000 because of the new copier expense last year.  5114-A·Del. Collector Office Expense will remain at $300.  5115·Legal Expense was undecided.  There was discussion on whether or not to budget for engineering/permitting expenses for reclamation of the pit.  5116·Planning & Zoning Notices will remain at $200. 5117·Ads & Warnings will remain at $300.  5118·Seminars & Meetings will remain at $150.  5120·Recreation Field Mowing decreased $500 to $3,000.  5123·Memorial Day expense will remain at $250. 5125·VLCT Dues will remain at $2,900.  5126·Rutland Regional Planning Commission dues will remain at $750.  5150·Transfer Station decreased $2,500 to $91,000 because of the one-time charge for the cement pads last year. 5151·Town Hall Operating expenses will remain at $12,000.  5151-A·Town Hall Maintenance expense will remain at $1,200. 5153·Cemeteries will remain at $1,000.  $16,000 was put in for 5155·Rutland County Tax, and 5157·Conservation Commission and 5158·Energy Committee will remain at $500.    

Other Business/Announcements.  The Selectboard held its annual review of the Wallingford Fire District #1 agreement that automatically renews on December 31st.  

F. Bruce made a motion to move into executive session at 7:45 p.m. to discuss personnel issues, with J. Sharon present; motion seconded by J. Crowley.  (Motion carried 5-0).  The Selectboard came out of executive session at 8:05 p.m.    

J. Crowley made a motion to hire Charles E. Woods again for the temporary winter position for the Highway Department, at $12 per hour with no benefits, for plowing snow, sanding and salting only.  C. Angel seconded the motion.  Motion carried (5-0).    

There being no further business, the meeting adjourned at 8:07 p.m.
