called the meeting to order.
Ben Clark
made a motion to approve the minutes from December 14, 2009, 2nd by
Robert Soule
. All in favor - passed
Existing
zoning/building permit application form was discussed. A draft revised
application form and supporting materials was presented by Christopher
Schmelzenbach, ZA. Discussion ensued relative to whether the $100.00 application
fee associated with review by the Development Review Board was additional to the
standard application fee of $60.00. Fee history is to be reviewed and presented
in future meetings to ensure consistency.
Clarification for
when a Zoning Permit was discussed, the $2,000.00 threshold was also discussed
and how this figure is determined as to “Value” vs. “Cost”. Alteration /
revisions to these regulations would need to be addressed as a Zoning Bylaw
revision.
Specificity of
plot plan requirements was discussed as it relates to large parcels.
The Town Plan was
discussed. The “10 bullet” checklist as found within the Vermont Municipal
and Regional Planning and Development Act -Title 24 Sect. 4382 , (pg 24 – 25)
was reviewed as each item within needs to be addressed in the Town Plan
document.
Ann Tiplady
presented suggested revisions to Sections 1, 2, 4, 5, and a portion of 6. It
was decided that these will be reviewed and further discussed in future
meetings.
Ann Tiplady
is to continue with additional recommended revisions.
It was suggested
that it be investigated whether the Town Plan Document is available in a Word
format.
The Town of Wallingford’s interim flood regulations were discussed with specific focus on Rebecca
Pfeiffer, VT DEC response to posed clarifications dated 12/18/2009. The
requirement for compliance certification was discussed. It was generally agreed
that this should be the responsibility of the applicant through consultation
with a Professional Engineer who would ultimately provide the Municipality a
stamped/certified statement of compliance. The “requirement” that present
reference to Commercial projects be revised to read Non-Residential was
discussed along with its correlation to reference within current Municipal
Zoning Bylaws.
Ed Crelin
is to contact Rebecca Pfeiffer, VT DEC for clarification on this
“requirement”.
Affordable
Housing was discussed with correlation to proposed undertakings within the Town
of Mt. Holly.
No new business
was discussed.
