Recreation Development Committee Minutes*
*These are
unofficial Minutes subject to the approval at the next regular meeting.

Tim Chila,
Joshua Gilman
Description of tours of Pine
Hill
Park
and meeting with Michael Smith by Shannon and Tim and Carol and Ralph.
Pictures of signage examples are attached.
Some of
the
items Michael stressed were careful use of volunteer efforts with specific,
short term goals/jobs to be performed. He
strongly suggested that we get a blown-up map of
the
area to better delineate what we wanted to do – trail placement, etc.
Shannon
presented a map of
the
area (8x10). We are ordering 3
larger maps (34x48) at a cost of $10.00 each.
The conservation Commission will fund
the
purchase.
Shannon
attended
the
Vermont Trails and Greenways Symposium held at Castleton on Oct. 24th.
The Conservation Commission will reimburse her for
the
symposium fee. As a result of her
attendance, she is putting together a grant(s) for water diversion at
the
beach including a water garden. This
is through a watershed grant with available funds of $5,000-$20,000 if selected.
Shannon
will send a copy of this grant
proposal to Keith Shelvey of
the
Recreation Committee and, if accepted,
they will present
the
grant proposal to
the
Board of Selectman for submission. The
grant is due by Dec. 4th. In
addition she is seeking a grant for trail development.
This is a Trails and Greenways grant of up to $20,000 if selected.
It is our hope to install a bridge over
the
bog area.
Shannon
will contact necessary individuals to determine what approvals we need to do
this.
Shannon
also did a site visit with a representative of
the
Vermont Youth Conservation Committee. He
will get back to her with recommendations for trail development and
determination of what role
the
VYC may play in
their development.
The small opening in
the
berm that Tom made diagonally to
the
bridge is planned for expansion. The
area to
the
south and slightly to
the
north will be taken out. We were
told that
the
Town is negotiating with Phil Baker to do
the
removal. The removal would be at no
charge, but Phil would keep whatever material he takes out of
the
area. In an earlier letter from
Bill Burke of Act 250 Commission, Mr. Burke requests that he do a site visit
before this portion of
the
Berm is removed. Carol will contact
Josh to see if
the
Selectboard needs to contact Mr. Burke prior to its removal.
(Josh had to leave
the
meeting early.)
There was a brief discussion of
the
Town’s proposal to send out bids for an Engineering Proposal for
the
Pit area. We were concerned that
his would directly affect us in our development of
the
area – especially
the
trails. Tom indicated that he
believed
the
study was for
the
reclamation of
the
slope abutting his property and should not deter us from moving forward.
We would seek confirmation from
the
Board of Selectman that this is
the
case.
The Committee agreed to set
the
2nd Thursday of each month at
6:30 pm
as
the
regular meeting time of this committee. The
meeting will be held at Town Hall. The
Next meeting is scheduled for December 10th.
Tom requested help in cleaning up
the
trees removed when
the
initial opening in
the
berm was done. Sunday, November 15th
at
11:30
is
the
date and time for this clean-up.
The meeting was adjourned at
7:55pm
.
