called the meeting to order.
Unofficial Planning Commission
minutes of April 11, 2011 were reviewed. Ann
T. made a motion to accept minutes, Derek 2nd the motion. Passed
by all.
Mr. Jay White addressed the
committee about inclusions into the town plan of items from the Energy
committee. Handouts included:
- Proposed Wallingford
energy plan – Example solar
- Copy of the energy plan goals.
- Strategies included: Exempt from set backs, height
restrictions and yard coverage.
- Discussion on the above items indicated that
planning members were not sure these items should be exempt.
Energy discussion:
- Adding an Energy component to the town plan
- Derek concerned that specifics should be left to
zoning law, not included in a overall town plan
- Ann T. states that these are big items (referring
to solar – wind) and that a small town may not be able to make
informed decisions.
- Speaker acknowledges that the plan is not
finished yet.
Town Plan discussion:
John West provided a completed first draft, handout guide for Town Plan
standards from Rutland Regional Planning Commission, and a Municipal plan check
list.
- The Original Town Plan is 105 pages
- Expiring flood regulations – Flood regs were
emailed to the state during the meeting.
- Mark Blucher (Rutland Regional Planning
commission) is looking for a child care section in the plan.
- Many minor changes were made in the completed
first draft included but not limited to:
- Adding links
- Title to table of contents
- Putting survey info in
- Description of acres of water
- Descriptions of population
- Community use space
- Add a “self sufficiency clause” to encourage
rural lifestyle
- Emphasize multi-families as being efficient
- Verbiage to sewage descriptions discussed
- Correct minor format issues
- Discuss College access in the plan
- Reviewed housing stats.
