Present:  Bill Brooks, Frank Bruce, Joshua Gilman, Charlie Angel, Joan Crowley, and Julie Sharon  

Visitors:  Rob Carey, John and Gwen West, Robert Davenport, Keith Shelvey, and Sandy Switzer  

Chair B. Brooks called the public hearing to order at 6:30 p.m. and read the public notice that appeared in the Rutland Herald.  Planning Commission Chair John West summarized the minor changes made to both the revised Zoning Regulations dated October 2, 2008 and Subdivision Regulations dated September 5, 2008.  R. Carey was given confirmation that the proposed regulations on the town’s website were the same that were being proposed tonight.  The public hearing ended at 6:38 p.m.  

The Selectboard meeting was called to order by Chair B. Brooks at 6:40 p.m.  

Minutes.  F. Bruce moved to approve the meeting minutes of June 1st; J. Crowley seconded the motion. Motion carried (5-0) with two additions made by J. Gilman via the telephone.  

Public Comments.  Bob Davenport complained that Waldo Lane has been closed permanently for over a month although he was notified by Julie that it should only be closed for a few days at a time and/or reopened at night.  Mr. Davenport claims his family has a right-of-way through Waldo Lane.  Julie contacted the state engineer who reported that the piles are being driven on the rec field side of the river now and then the road side would be done next, followed by the pouring of the foundation.  The road is unsafe because half of the road is missing.  She was told that at a minimum, the road would not be reopened until July 15th.  The Selectboard agreed that a meeting with the engineer be arranged to include the Road Commissioner and Mr. Davenport.  

Selectboard Orders.  Pay orders were decreased to $13,995.59 and approved on a motion made by F. Bruce and seconded by C. Angel.  Motion carried (5-0).   

Unlicensed Dogs.  All but seven of the 25 known unlicensed dogs reported at the last meeting have been registered.  Pursuant to the Selectboard’s letter, municipal tickets will be issued tomorrow.  

Zoning & Subdivision Regulations.  C. Angel made a motion, which was seconded by J. Crowley, to approve the Zoning regulations and Subdivision regulations as proposed.  Motion carried (4-1) with F. Bruce opposed.  

Other Business/Announcements. Julie submitted a request for approval from Jennifer Royer, VTrans Highway Safety & Design Project Engineer, to upgrade the signs and pavement markings at seven Railroad Crossings throughout Wallingford.  F. Bruce made a motion to approve the request; motion seconded by J. Crowley.  Motion carried (5-0).  

On behalf of Joyce, Julie asked the Selectboard to establish the daily price for groups at Elfin Lake.  K. Shelvey reported that the consensus of the Recreation Committee is to charge the daily fee for everyone.  However, both he and B. Brooks preferred offering a discounted fee.  K. Shelvey discussed the various groups that visit the lake.  [J. Gilman arrived at 7:10 p.m. ]  Following further discussion, it was agreed to charge half-price to groups of 10 or more at Elfin Lake, on a motion made by J. Crowley and seconded by F. Bruce.  Motion carried (4-1) with J. Gilman opposed.  

Correspondence.  Conservation Commission minutes of 6/1; Sheriff Activity reports for May; RRTC letter regarding project substitution; and VTrans notification that Wallingford did not receive a Town Highway Class 2 Program grant.  

C. Angel moved to enter executive session at 7:14 p.m. with J. Sharon and K. Shelvey present, to discuss personnel.  J. Gilman seconded the motion.  Motion carried (5-0).  The Selectboard returned from executive session at 7:22 p.m. with no action taken.

Mr. Shelvey requested approval for the field trips for the summer rec program as follows:  Rutland Bowlerama; Hillbilly Fun Park in Ft. Ann; Bromley Mountain; Montshire Museum and Adirondack Water Park .  Summer rec expenses are projected at $9,600 for salaries and $1,330 for the trips totaling $10,930 and revenue to date is projected at $9,380.  The Town also has $4,000 budgeted for salaries, which would leave a surplus of $2,450.  Mr. Shelvey also stated that there may be possible donations towards the field trips.  J. Gilman made a motion to approve the five field trips planned for the summer recreation program at a total cost of $1,330; motion seconded by J. Crowley.  Motion carried (5-0).

At the recommendation of the Planning Commission Chair J. West, B. Brooks appointed Ben Clark to fill the vacancy on the Planning Commission; motion seconded by F. Bruce.  Motion carried (5-0).  J. Gilman abstained.

Mr. Shelvey asked what his spending limit is for incidental purchases.  The YTD expense figure for Elfin Lake was uncertain as they include expenses covered under the GE grant money, and there is also money in a CD designated for recreation.  Joyce will be asked to clarify the CD balances at the next meeting.

F. Bruce moved to enter executive session at 7:40 p.m. with J. Sharon present, to discuss personnel.  C. Angel seconded the motion.  Motion carried (5-0).  The Selectboard returned from executive session at 7:52 p.m.   As discussed at budget time last year, the Selectboard agreed to look at the current budget to consider a possible one-time payment in lieu of raises for next year.  Amounts were calculated based on the projected surplus as of June 30th and comparing it to the typical 3-4% annual raise.  F. Bruce made a motion, which was seconded by C. Angel, to issue checks by FYE to C. Woods and J. Squier for $1,000 each; S. Stewart, E. Colvin and J. Regula for $200 each; A. Loomis $500 and S. Tyminski $400.  Motion carried (5-0).

At the recommendation of J. Sharon and K. Shelvey, F. Bruce made a motion to hire Alison Flewelling as the Director of Elfin Lake at an hourly salary of $10.25 for up to 25 hours per week.  Motion seconded by C. Angel.  Motion carried (5-0).  Ms. Flewelling can exceed the 25 hours per week; however, her rate of pay will be reduced to $9.25 per hour for any hours exceeding 25.

The Selectboard agreed to meet once in July on July 20th, on a motion made by F. Bruce and seconded by C. Angel.  Motion carried (5-0).

The meeting adjourned at 7:55 p.m.
