Present:  Gene Gilman, Charlie Angel, Christine Davenport, Frank Bruce, and Julie Sharon

Visitors:   John West , Bill Scranton, Bill Brooks, Missy Whitmore, Ann Miller, Dennis Smith, Joyce Barbieri, Lisa Charbonneau, and Sandi Switzer

Vice Chair G. Gilman opened the meeting at 8:10 a.m.  

2 Caterer Licenses.  F. Bruce moved to approve the caterer permit for Brandon Harvest Group d/b/a Café Provence for August 4-5 at the Allen residence in East Wallingford; motion seconded by G. Gilman.  Motion carried (4-0).   G. Gilman moved to approve the caterer permit for Seasoned Palette for August 18^th at the White Rock’s Inn; motion seconded by F. Bruce.  Motion carried (4-0).  

Alter Size of Planning Commission.  The purpose of this special meeting was to reduce the size of the Planning Commission from a 9-member board to a 5-member board to increase the odds of a quorum at the July 30^th public hearing.  

C. Angel made a motion to reduce the Planning Commission to 5 members; motion seconded by F. Bruce.   

Bill Scranton was allowed to read a 4-page letter from former Planning Commissioner Jay Kenlan (on file).  G. Gilman stated that the letter was too lengthy to rebut at this meeting.  There was substantial discussion to issues raised in the letter, i.e. interim zoning bylaw adopted to accommodate the gravel pit operations; taping of the regular meetings vs. the deliberations; handling of permits; proposed zoning regulations, etc.   

Subsequently, the two boards agreed to compromise and reduce the size of the Planning Commission from 9 to 5 on a temporary basis (30 days) to allow time to fill the four vacancies.  The Planning Commission also agreed to tape all meetings, except for the deliberations.  G. Gilman made a motion to reduce the number of members to five for a 30-day period; motion seconded by F. Bruce.  Motion carried (4-0).  

The meeting adjourned at 9:12 a.m.
