Public Hearing
For review and discussion of the
Proposed Zoning Regulations dated
December 11, 2006
Present:

Chairman Richard Smith
called the public hearing to order at
7 p.m.
noting that this was the second public hearing
for the review and discussion of the Proposed Zoning Regulations.
Chair Smith high-lighted
major items:
1.
The Industrial area in
South Wallingford
is returned to the same configuration as in the
1972 Regulations in accordance with the Listers’ cards. (See page 18, Section
309.1)
2.
Acreage in the Agricultural Rural Residential (ARR) and in the Forest
Recreational (FR) districts has changed. West
Hill to the Danby line and
Mooney Road
are now in the ARR.
3.
Authorization for a Development Review Board (DRB) will be granted with
the approval by the Selectboard of these Regulations.
4.
The Flood Hazard Regulations are up to date per Federal guidelines.
Members of the audience
asked about the regulation of junk yards, salvage yards, contractors’ yards,
junk dealers, storage of trash and junk vehicles; how the zoning regulations
worked with the Town ordinances; and the perceived vagueness of definitions for
each.
Also discussed were the
proposed DRB composition, its powers, and the elimination of the two-board
process; density in the ARR and FR districts; Planned Unit Developments (PUD’s)
description and locations; future development; water and wastewater build-outs;
affordable housing; cell towers; windmills; accessory structures; listed and
unlisted prohibited uses (Section 405); non-conformities (lots, uses,
structures); the $3,000 threshold requiring a permit; and a few minor
corrections.
Compliments were paid to the
Planning Commission for its work on submitting a great document.
Chair Smith added that since
there were no substantial changes brought before the Planning Commission, the
Proposed Regulations will now be sent to the Selectboard for public hearing and
approval and that on notice of the public hearing, these Regulations will go
into effect for a minimum of 150 days.
Following the Public
Hearing, a vote was taken on passing the Regulations on to the Selectboard for
approval.
Jay moved and A. Jay seconded to send the Proposed Zoning Regulations to
the Selectboard with the corrections as noted.
Motion carried 5-4.
Jay moved and Bob Soule seconded to
adjourn the meeting at
8:45
.
Motion carried 9-0.
