Wallingford Conservation Commission Minutes*

 January 25, 2010

In Attendance:  Tim Chila and Ralph Nimtz (co-chairs), Dave Klock, Peter Upton, Carol Macleod, Debbie Scranton  

The meeting was called to order at 7:05 PM, followed by a roll call, approval of the draft minutes of our November 23, 2009 meeting, and approval of the Agenda for this meeting.  

Old Business

            (1)   Wallingford House Recycling:    The Wallingford house does recycle.  The residents do segregate their waste stream, but the problem is bringing the segregated material to the transfer station. Hubbard picks up the trash, but it is Elsie and Bill Badamo who have volunteered to pick up the recyclables and who need assistance.  They also claim that they have educated the residents, but that there are still sorting issues, which is left to them to do. 

             Tim has called Jack Heaton who manages the property, with no call-back.

             Sixth grade students at WES have a service program with the Key Club at the high school.  This group, or church or other civic groups, could be enlisted to help pick up the recyclables.

             * Ralph will call Hubbard to find out what the problem is with recycling at Wallingford House.

            (2)  Strategic Plan   We decided not to proceed with developing a strategic plan for the WCC as key members Shannon and Kim were not at this meeting.  We will postpone.

              * We all will make up a list of priorities for our next meeting.

             (3)  Kiosks   There should be three kiosks, two of which are in our submitted grant(s) and planned for the beach and recreation areas, which falls in the domain of the Recreation Development Committee.  The grant is requesting $1000 for each of the two kiosks.   The proto-type is 5.5’ high, with a 5’ x 5’ slanting roof, and a 4’ x 3’ tablet display.   The kiosk at the library will be done by the WCC.   Information to be considered on display at the kiosks:

             a) Maps (close-up of beach and rec area at the beach and recreation areas, and close-up of Main Street at the library location)

              b)  coming events (flyers and calendar)

              c) brochure displays in slips

New Business

            1)  Natural Resources portion of Town Plan  We offered to help write this component of the new Town Plan being written by the Planning Commission, with the help of Jens Hilke.  In their absence at this meeting, we did nominate Kim and Shannon to help from WCC due to their expertise.   The Energy Commission chaired by Tim offered to write that portion of the Town Plan.  The Planning Commission responded that they would be interested in help from both of these commissions.

             Peter has available the Regional Plan up-dated in 2009.

             Jay White, Ken Welch, and Ralph were three of 11 people in Wallingford, and Tim will be training, to work under the auspices of Efficiency Vermont for volunteer work to explain about the energy assessments. 

            2)   Spring WCC Presentations  Following our programs previously offered free and open to the public, both in the Klock Room at the library, and in outside locations, we discussed programs that we might present this coming spring that would be of interest, including vegetable gardening, gardening to attract birds and bees, natural fertilizers.

            3)   Green Up Day   Green Up day is the first Saturday in May, and the WCC will continue to run this state-wide program for the town.  In previous years, we have set up a table in front of the Wallingford Rotary, with a banner, and distributed bags to cover routes as designated on town maps, and been accountable to the state Green Up organization.  In the past we have tried different ways to encourage greater participation, including refreshments, distribution of seedlings, and sales of re-cycling bins, none of which seemed to significantly affect participation.  So we will continue to just distribute bags and track areas covered.  WES significantly cleans up the village prior to Green Up day.

            4)  Content for March Newsletter  The February newsletter had an article submitted by Tim in regard to the Baker/Badamo recycling efforts at Wallingford house and need for help from others.  Green Up was considered.

            5)  Other  There is a Tree Steward program under the UVM Extension Service.  The Tree Warden position in town remains open and should be filled. **Position was filled on 12/21/09**

            * Debbie will bring the poster for display at Town Meeting of the activities of the WCC to increase awareness.   

Our next meeting will be Monday, February 22, 2010, 7:00 PM at the Town Hall.
