Minutes*

February 25, 2009

Attendance:  Sue Duskiewicz,  Keith Shelvey, Lisa Marchinkoski, Tom Phillips, Jim Osmer

Guests:  Paul DiIonno, Rodney Ward, Charlie Angel  

Meeting called to order at 6:30.

Summer Recreation Program:  The committee has met with the school and will be able to use the trailer and the gym for the summer recreation program.  The school will be willing to make this work though the duration of our program.  Cheryl would like to put out a memo now that we will be offering this program.  The RSSU camp has changed and is running one week later than last year. That camp will run the weeks of July 6, 13, and 20.  This will allow us to run the two weeks before this camp and three after, which would be the weeks of June 22, 29, July 27, August 3, and 10. 

Regarding payment, salaries will be based on the number of participants that sign up.  The summer recreation program has been level funded.  Keith asked about how much money could be spent on field trips.  We would like to know the cost for different trips and what they would be before we determined how much they would earmark.  Charlie shared that it would be Joyce’s idea to give the summer recreation program the salary money so that they don’t have to deal with it.  It was discussed that if we give Cheryl the money to pay the summer recreation programs then she would really be like a subcontractor and will not be covered under our insurance.  The money in our budget is set aside for the summer recreation program using the town funds.  This program is run as a town program and should be run through the town.   

Discussed our budget and what money from the Elfin Lake budget could be used for.  We asked Charlie about the budget vs. income, and asked what happened to the money that comes in as income.  Charlie indicated he could not give us an answer.  We have always used our budgeted funds, but we have not used our revenue for our improvements.   

We will get on the agenda for the next Selectboard meeting after town meeting.

Fencing at the recreation field:  A quote has been received from Pratico’s which was the cheapest quote.  Julie has received three quotes as well.  Keith made a motion to give this job to Practico’s.  Lisa seconded the motion as long as the cost is not above the amount in the playground fund.  The motion passed unanimously.  This money will come from the playground fund.

Charlie asked about the lifeguards down at the beach and if they are wearing their shirts.  He also asked about the lifeguards using cell phones.  Keith shared a typical list for lifeguards from White’s Pool.  One option would be to have one of the summer recreation program counselors to be certified as a lifeguard so that they could cover down at the lake in the afternoon.  Another option might be to hang a ‘no lifeguard on duty’ sign.  Began discussion of how the lake will be run this year.  Sue Duskiewicz left at this time.

We need to put out applications to hire lifeguards.
