Present:  Bill Brooks, Charlie Angel, Frank Bruce, Joshua Gilman, Joan Crowley, and Julie Sharon  

Visitors: Joyce Barbieri, Tom Phillips, and Keith Shelvey  

Chair B. Brooks called the meeting to order at 6:00 p.m.   

Minutes.  F. Bruce made a motion to approve the minutes dated January 18th; motion was seconded by B. Brooks.  Motion carried (4-0).    

Selectboard Orders.  Pay orders totaling $4,306.44 were approved on a motion made by F. Bruce, and seconded by C. Angel.  Motion carried (4-0).     

Town Hall Building Use Request.  Approval was given to the U.S. Census Bureau to use the upstairs for training on 3/1, and 3/3-3/5 from 8 a.m. to 4 p.m. at a cost of $25 per day on a motion made by F. Bruce, and seconded by J. Crowley.  Motion carried (4-0).  [J. Gilman arrived at 6:03 p.m.]  

Projection Screen Purchase Installation Request.  The Wallingford Seniors have obtained a grant to purchase a motorized, pull-down projection screen and requested approval to have it mounted to the stage ceiling.  B. Brooks approved this request; motion seconded by F. Bruce.  Motion carried (5-0).

VTrans 2010 Certificate of Highway Mileage.  B. Brooks moved that the Board vote to sign the 2010 Certificate of Highway Mileage as prepared by the State Agency of Transportation, reporting the Town’s highway mileage unchanged at: 3.89 miles of Class II highway; 42.12 miles of Class III highway; and 8.54 miles of Class IV highway.  Motion seconded by F. Bruce.  Motion carried (5-0).  

Proposed Letter for Engineering Quotes.  The Selectboard approved the draft letter for engineering quotes for “the pit”.  Copies of the letter will also be sent to David and Melissa Whittemore, Bill Burke and John Wakefield to alert them of the site meeting on February 17th at 9:30 a.m.  The bids will be opened by the Selectboard at their March 22nd meeting, which was changed from March 15th.  

Other Business.  Keith asked the Selectboard if the Rec Committee could begin advertising for the lifeguards.  J. Gilman replied yes; however, no salaries should be advertised.  Salaries will be established by the Selectboard when the candidates are approved for employment.  

Road Commissioner’s Report.  F. Bruce reported on repairs needed for the new Ford 550 that were covered under the warranty.  

Correspondence.  1/11 Planning Commission Minutes and an invite from the Clarendon Planning Commission to the Wallingford Planning Commission about the regional airport zoning commission meeting on 2/15.  

B. Brooks moved to enter executive session at 6:28 p.m. with J. Barbieri and J. Sharon present, to discuss legal.  F. Bruce seconded the motion.  Motion carried (5-0).  The Selectboard returned from executive session at 6:35 p.m. with no action taken.

The meeting adjourned at 6:35 p.m.
