Wallingford
Energy Committee Minutes*
*These are
unofficial Minutes subject to the approval at the next regular meeting.
December 7, 2010
Present - Ken, Jay, Doug, and Joyce
Minutes – (as amended) were approved
Streetlights discussion –
Ralph was not present to give us an update on Prudential Committee’s position
on adopting/accepting the plan to update streetlights with LED’s. The
Committee is corresponding with the responsible sponsor about the project.
Town Energy Plan – Jay has
provided numerous towns examples on energy plans. Thetford’s is quite good. We
should use that as a model and tweak that one to suit us.
Jay drafted his solar and PV
installation section and did a very good job on that. The rest of us should use
his work as our model for our sections. Jay has also learned a good deal on
net-metering and Cert. of Public Good. Doug offered that he is challenged by his
assignment (the biomass section), and we discussed that. We discussed the hydro
section also. One example here is the hydro potential at the
Wallingford
treatment plant.
Efficiency/Conservation section
– encourage zoning regulations to require building permits as well as
occupancy permits to certify residential energy compliance (which includes VT
certificate of compliance).
Jay’s section report reviewed
section by section- everyone agreed he did a nice job. We should add “to
encourage the town to develop town energy projects”.
Municipal
Building
audit – where are we? Ken has
submitted the application to have the Rutland Regional Planning Commission
subsidize the energy audit for the Town Hall. Also the town will receive $100
for getting our two home energy audits. We also found out that we actually had
four audits completed in town, not two. Joyce will straighten out Phil P. on the
number of audits and get more money.
New business – Joyce will
schedule a tour of the True Temper plant
CO-
gen project for our January meeting. Joyce will also develop a blanket Energy
Committee meeting agenda and warning for all town warning purposes. |
