Present:  Bill Brooks, Frank Bruce, Charlie Angel, Joan Crowley, Josh Gilman, and Julie Sharon  

Visitors:  Peter Hathaway and Sandi Switzer  

Chair B. Brooks called the Selectboard meeting to order at 6:30 p.m.  

Minutes.  The August 2nd minutes were approved on a motion made by F. Bruce and seconded by J. Crowley.  Motion carried (3-0).  B. Brooks and J. Gilman abstained.  

Selectboard Orders.  Nortrax’s backhoe repair bill for $417.25 was added to the pay orders.  J. Crowley made a motion to approve the pay orders totaling $41,108.12.  F. Bruce seconded the motion.  Motion carried (5-0). 

Outdoor Storage of Junk Violation Status.  Mrs. Dawson’s letter promising to clear up the property in a timely manner was forwarded to her River Street neighbors.  Both neighbors were agreeable to her response; however, one asked that the removal of the mobile home parked in the back of the property be given top priority so that it doesn’t become a haven for teens, etc.  The Sheriff will be asked to keep an eye on this mobile home as well.  

FY11 Tax Rates.  2010 Tax Rates.   Ellen Tofferi, Acting Commissioner of Taxes, set Wallingford's Homestead Education Tax Rate at $1.3505 (up .0989¢ from $1.2516 in 2009) and the Non-Residential Education Tax Rate at $1.3177 (up .0135¢ from $1.3042 in 2009).

Joyce Barbieri reported a grand list of $2,347,484,000, compared to last year of $2,344,137,000.  The town budget of $489,802.39 equates to a town tax rate of .2086¢, compared to .2228¢ last year.  The Fire District Tax for 1 and 3 will be .0612¢, down from .0934¢ last year.  The Local Agreement Tax Rate dropped from .0043¢ to .003249¢.  

F. Bruce made a motion to set the town tax rate at .2086¢ and local agreement tax rate at .003249¢, per $100 of assessed property value, which was seconded by J. Crowley.   Motion carried (5-0).    

September 6th Selectboard Meeting.  Since the next meeting falls on Labor Day, the Selectboard agreed to hold only one meeting in September on September 13th on a motion made by F. Bruce and seconded by B. Brooks.  Motion carried (5-0).  

Salt Bids.  Julie presented a quote from Cargill for winter salt at $62.43 per ton, which is the same price offered last year and to the state for District 3, and American Rock Salt for $62.00 per ton.  Charlie Woods prefers Cargill’s product and since the price difference would amount to less than $200, F. Bruce made a motion to sign the Cargill agreement, motion seconded by C. Angel.  Motion carried (5-0).    

B. Brooks moved to enter executive session at 6:48 p.m. with J. Sharon present, to discuss a real estate purchase option, legal and personnel issues.  F. Bruce seconded the motion.  Motion carried (5-0).  [The Selectboard also conducted an interview for the Zoning Administrator position from 7:05 to 7:20 p.m.] The Selectboard returned from executive session at 7:52 p.m.  

Attorney Gary Kupferer forwarded a letter from Wallingford Fire District #1 Attorney Jack Welch, who had questions on behalf of the Prudential Committee about the petition that was signed by the legal voters of WFD #1 and given to them for their action.  Since the petition came from the voters, the Selectboard has no response to Attorney Welch’s letter.  The proposed merger is up to the WFD #1 voters to pursue further with the Prudential Committee.  B. Brooks made a motion to send a letter to Attorney Kupferer; motion seconded by C. Angel.  Motion carried (5-0).  

The Selectboard reviewed a letter from Sr. Loss Control Consultant Wade Masure of VLCT concerning a call made by Recreation Committee member Tom Phillips concerning the steep bank in the pit.  Mr. Masure visited the site on July 1st and is requesting that the Town submit an action plan within 30 days.  On a motion made by B. Brooks, Mr. Masure will be advised that the Town has been working on this project over the last few years, most recently hiring an engineer to evaluate the slope and provide recommendations and cost estimates on this project.  The Town is also discussing the possible purchase of the Phillips property and/or other options.  Mr. Phillips will be notified not to act independently as a Recreation Committee member as it may be counter productive.  Mr. Masure will be notified that all requests must come from the Selectboard with Julie as the contact person.  Motion seconded by J. Gilman.  Motion carried (5-0).  

At the recommendation of the Planning Commission, J. Gilman made a motion to hire Peter Hathaway as Zoning Administrator, provided we receive satisfactory references, at a rate of $15 per hour, working up to eight hours per week; motion seconded by J. Crowley.  Motion carried (5-0).  

In response to the offer made by Tom and Kim Phillips to sell their property at 90 Waldo Lane to the Town for $120,000 plus taxes paid, a motion was made by B. Brooks to offer the Phillips $30,000, subject to voter approval; motion seconded by F. Bruce.  Motion carried (5-0).  

There being no further business, the meeting adjourned at 8:05 p.m.
