Wallingford
Energy Committee Minutes*
*These are
unofficial Minutes subject to the approval at the next regular meeting.
April 6, 2010
Present - Ken Welch, Ed
Safford, Jay White, Joyce Barbieri, Doug Blodgett, and Tim Chila
Minutes – approved, and high praise and compliments were
offered regarding the unusual accuracy and thoroughness of the minutes. The
notetaker was quite embarrassed and red-faced with all the accolades.
Energy inventory – From WES –
Tim has school site assessment report, but no thermal issues are included
– we need to add that part. Tim will e-mail Jason Morse re: finishing the
audit for WES.
Town Municipal Energy audit - We still need data from Wall.
Fire House – Ralph has all the data so he and Jay can calc. BTU’s /sq. ft
– then prioritize results for implementation. Tim will ask Selectboard on 4/19
about doing an audit on town hall (which will be free.)
Town Energy Plan – Tim found the existing narrative on
energy in our town plan but this section should be expanded, according to Tim
“in a big way” and Blah….Blah…
VCEM – how can we possible compete with Jay and Ken who
have each conducted 4 assessments? -
A gold star for you boys!
We’ve completed 9 houses with some houses signed up in
the pipeline. We made site visit assignments for each of us for the following
week. We’ll be on schedule when we all do 4 houses/wk for the next three
weeks.
Student CFL sale – Tim talked with Jason Morse about this
– he suggested to Tim to talk with Odyssey of the Mind folks about a potential
fundraiser for their trip. Joyce will call Nan Dubin about this. Tony could
supply bulbs up front and then we’ll pay him back.
Rutland
County
Town Energy Committee Meeting – six people were there. The minutes will go to
all coordinators. The next meeting of this committee will be at the Solarfest
– Annette Smith will facilitate.
Town hall water heater – change from 40-gal electric
storage tank to on-demand electric system ? Doesn’t seem like a very good idea
$$ wise – but Joyce will check with Bill Lohsen and ramrod this.
PACE – Ken went to a workshop on this – “Property
Assessed Community Energy District” - it’s a mechanism for a town to create
an “energy district” in town - then the town can request a bond and the
users can pay back their loans via their tax bills.
Burlington
has this, but it may be very challenging to set up in a small town. Perhaps an
NGO could do the administrative paperwork for this (?) RPC might take PACE on.
