Present:  Bill Lohsen, Charlie Angel, Gene Gilman, and Julie Sharon

 

Visitors:  Don Glendenning, Joyce Barbieri, Tom Phillips, Dennis Smith, Helen Fox, Sandi Switzer, Fred Thurlow, Jill Burkett, Keith Shelvey, Charlie McClafferty, Eric Davenport, Robins Best, Clarice Best, John Season, and Ann Tiplady

 
Chair B. Lohsen opened the meeting at 7 p.m. stating the purpose of this special meeting is to review the regulations and those present will provide input on how the new regulations might affect their neighborhoods.

Mrs. Best discussed the current issue regarding 1-4 lot subdivisions and whether or not a survey is required.  She requested that “survey” be defined in the new regulations.  B. Lohsen attempted to explain the town vs. state requirements for subdividing land. Other definitions requested were “variance”, “floodway”, and “floodplain”.

Mrs. Best also requested that the Town consider posting the approved zoning permits on the town web site, as it is difficult for her to get to the post office or town hall to view them.

Mr. Thurlow questioned how commercial business can expand along the northern end of Route 7, which is the “Village A” District because the table of permitted and conditional uses prohibits many types of commercial development.

Mrs. Best urged the Planning Commission to include the Rural Otter Creek Valley Multiple Resource Area in the regulations as a lot of time was spent on this.   

Mr. Glendenning requested that the word “setback” be added to front, side and rear under Minimum Yard Size on the Dimensional Standards.  

Discussion ensued on maximum buildings allowed per lot and on PUD’s.  

Mrs. Tiplady asked what the mechanism was for giving input as she was just looking at the regulations for the first time.  B. Lohsen explained the process of the revisions to the zoning regulations.  She felt the “Cottage Industry” requirements seemed strong in the ARR District.  

Mr. Phillips commented that the Industrial District is minimal.  Rutland Economic Development Corporation is working with towns in order to develop a database of potential locations for new businesses.  He stressed the importance of designating areas for commercial growth.  Mr. Phillips stated that he did not see any reference to affordable housing in the regulations.  

There was discussion regarding the role of the Board of Adjustment and the Development Review Board.  It is difficult to fill vacancies - there are currently three vacancies on the Board of Adjustment.  

There was discussion on what state requirements have to be met if zoning remained as is.   

Parking space requirements were discussed.   

Mrs. Burkett asked if the Rural Otter Creek designation could be incorporated into the regulations.  She wants to maintain the integrity of the area so that it’s in the back of people’s minds when decisions are made on permits.  Joyce Barbieri asked what the point was to having it in the regulations.  There are no restrictions to that area.   

The meeting adjourned at 8:35 p.m.
