Present:  Bill Lohsen, Bill Brooks, Charlie Angel, Frank Bruce, Joan Crowley, and Julie Sharon  

The meeting was called to order by Chair B. Lohsen at 6:15 p.m.  

Minutes. The February 16th minutes were approved on a motion made by B. Brooks and seconded by J. Crowley.  Motion carried (3-0-2), with F. Bruce and C. Angel abstaining.  The February 26th minutes were approved on a motion made by B. Brooks and seconded by J. Crowley.  Motion carried (5-0).   

Selectboard Orders.  Pay orders totaling $10,585.16 were approved on a motion made by C. Angel, and seconded by F. Bruce.  Motion carried (5-0).   

VTrans Response on Route 7 Parking.  The Selectboard read correspondence from Tammy Ellis, the District Transportation Administrator, regarding parking along Route 7 before 7 a.m.  

Update on Stimulus Funding & Bridge Projects.  The Selectboard reviewed the responses from VTrans Secretary David Dill, Senator Carris, and State Representative Eldred French regarding the Town’s request to have the town’s match for the two bridge projects funded with the stimulus funds.  

B. Lohsen stated that there is a website called stimuluswatch.org that lists projects by states and territories that supposedly may be eligible for stimulus funds.  Presently, there are only Burlington projects listed under the state of Vermont.  Julie announced she is attending a workshop featuring Senator Leahy and Governor Douglas on Friday at Champlain College.  Various sessions are being offered on how the stimulus bill might help families, towns, small business, etc.  

C. Angel received a list of VTrans projects, prepared by Rutland Regional Planning Commission, which included the pedestrian bridge project in Wallingford.  The report shows the pedestrian bridge construction funding split as 80% federal, 20% state, 0% local.   The 0% local is questionable because the Town has not heard anything to the contrary regarding its match requirement of $28,000.  B. Lohsen discussed the possibility of pursuing in-kind services and expressed his willingness to remain involved in this project. 

FEMA Community Visit.  The Selectboard reviewed Floodplain Program Manager Rob Evans’ email regarding Dennis Smith’s property.  It is his belief that Mr. Smith must establish the limits of where the fill needs to be removed by providing pre-removal/post removal survey data certified by a professional engineer or licensed land surveyor.  The Selectboard will wait to receive Mr. Evans official response.
