The 250 Year Celebration of
Wallingford, Vermont’s Charter
On
August 28, 2011 from 2 to 7 PM, come join us celebrate our history at The
Boy’s Camp on
Elfin
Lake
,
Wallingford
,
Vermont
. This is a community event with
participation by local merchants, churches, civic organizations, firemen and
townspeople.
Festivities
begin at 2:00 and continue until 7:00 PM. Firemen
will be grilling hamburgers and hot dogs to be ready at 2:30.
There will be a nominal change for these items.
Food provided by the community will include salads, baked beans, popcorn,
assorted beverages, delectable deserts and ice cream.
You’ll find picnic tables and a tent where you can sit, eat and relax.
Starting
at 4:00, there will be an hour-long Program featuring a reading of portions of
our Charter, a presentation on World War II soldiers, a poetry reading, and a
community sing along of a selection of patriotic songs.
From
5:00 to 7:00 PM, the Two Score Band from
Wallingford
will perform for your enjoyment.
Events
that will take place all day in the Lodge itself include a Wallingford
Historical Society exhibit and exhibits by Wallingford Merchants.
Throughout
the day, there will be children’s games and activities.
All
events are free and open to the public. THERE
WILL BE NO PARKING AT THE BOY’S CAMP WITHOUT A PERMIT.
There will be convenient designated parking in town with shuttle bus
service to The Boy’s Camp.

Selectboard
7/06/11. Present:

The
Selectboard discussed the report issued by Myrna Milani, BS, DVM regarding Jane
Quigley's dog, Arlo in regards to her consultation process, recommended
treatment protocol, and prognosis for the dog following eight weeks of
treatment.
The
State of VT Dept. of Taxes Letter of Agreement for Computer Appraisal Services
was signed.
Ben
Clark resigned from the Planning Commission as he is moving away from
Wallingford
.
Year-end
financials were reviewed by Joyce Barbieri who reported an ending cash balance
of -$1,605.38.
The
Selectboard reviewed the project phases and tasks from DuBois & King, the
only bidder, to evaluate the existing conditions of the
Creek Road
bridge and design repairs.
The
Town Garage request for quotes was reviewed by the Selectboard.
The
Selectboard approved Attorney Liccardi's letter to the Natural Resources Board
regarding the Town’s violation of the Act 250 Land Use Permit relating to the
operation of the former gravel pit on
Waldo Lane
by the Wallingford Park Association.
7/18/11. Present:

Road Commissioner Charlie Woods reported on
the highway department’s activities.
Mary Peterson, Commissioner of Taxes, set
Wallingford
's Homestead Education Tax Rate at $1.3363 (down from $1.3505) and the
Non-Residential Tax Rate at $1.3009 (down from $1.3177).
Joyce
Barbieri reported a grand list of $2,357,532,000, compared to last year of
$2,347,484,000. The town budget of
$560,101.66 equates to a town tax rate of .2376¢, compared to .2086¢ last
year.
The
Town is in need of someone to serve as Health Officer for a three-year term.
Junk
violation letters will be issued to two property owners.
N.
Tift requested that he be appointed as a special officer until Constable Jerry
Tift completes his training, so that confidential information can be passed
between the two. There is no salary
involved. The item was deferred
until the next meeting.
DTC
Lee Perry reported that he is passing seven properties on to the attorney for
tax sale plus two other possibilities, all past due two years or more.
He plans to conduct additional tax sales once these are concluded.
Planning Commission Chair John West reported
that no one attended the public hearing on the Flood Hazard Area Regulations at
7 p.m. tonight. The regulations will
now be turned over to the Selectboard for their action.
Prudential
Committee
6/22/11. Present:

David
Stewart gave the pricing they could offer for our propane -- $2.27 a gallon,
which is over .60¢ cheaper than we can get anywhere else. The
Board approved purchasing propane from this company.
Chief
Jeff Duchesne reported they are having a problem with the pump blowing the fuse
all the time on engine 1. The repair
people have actually been in contact with the manufacturer to see why this is
happening. They also have to get
some major work done on the forestry van as the transmission is going.
They have been looking at trading the van and the tanker that did not
pass inspection in on a used van.
The
inspection of the water tank was completed and a report with a DVD was sent to
the office. The inspection went real
well with no issues at all with the tank, so we are good for the next 5 years.
Scott
looked at some used lawn mowers, and they were very old and not worth the money.
He hasn’t found one to replace the very old one at the sewer plant.
Maureen
distributed the budgets for the year end with a few items that have not been
paid for as of yet so they could look to set the new water/sewer rates for the
coming year. YTD results are all within budget except for the sewer, which has a
small deficit. After looking over
the budgets, the Board set the following rates water at $4.43 and sewer at $7.45
per 1000 gallons.
7/13/11. Present:

Chief
Jeff Duchesne reported that the fire department had been awarded a grant from
VLCT for a security and fire alarm system for the fire house. The Board approved
this purchase.
Jeff
reported that he found a used utility truck and with the trade of two old trucks
and the money from the truck replacement fund, they will be able to pay for the
truck outright and not have a loan. The
board approved this purchase with the stipulation that the price come down
between $1,000-$2,000.
Maureen
distributed the end of year financials. The only budget that did show a small
deficit of $3,000 was the Sewer budget. The
board was very pleased with how things came out since we did not change the
rates for the whole fiscal year.
Dale
has mentioned we have some curb stops around that are not working and would like
to work at getting those replaced. The
Board approved getting the worst area fixed first. Dale found someone who may be
willing to trim back the trees and bushes that hang over the sidewalks so it
will be easier to plow this winter. The
board is in favor of having this done as soon as we get a quote as to what it
will cost.
The
board did discuss creating some guidelines for the Delinquent Tax Collector to
follow.

of the field is off the table for 2 years.

Burkett purchased wildflower seeds that will be strewn near the new
ADA
trail.
Mark
attended a meeting for the 250th celebration in August.
There will be tables of food for sale at the Boys Camp.
There will be a Town Trivia game the day before.
WCC may do a scavenger hunt on the Stone Meadow Trails and should set up
a table and try to enlist volunteers. WCC
will have guided tours of the Stone Meadow trails.
We hope that Ralph will be able to do a birding walk and that Steve
Pytlik can do a tree/soil tour. It
would be nice if we could get someone to do an edible plant/plants in general
descriptive walk.
WCC
will have regular work days at Stone Meadow from April thru October.
They will be scheduled for the first Saturday of every month and the
third Sunday of every month. We need
to make a poster with pictures and with information about the work days.

reported that Act 250 is requiring the Town to complete reclamation of the Pit.

Lunch

leave the Wallingford House at 9 a.m. biweekly for grocery shopping in

The
Gilbert Hart Library
Patrons
have been cooling off in the library, browsing the stacks for good reads and
using the computers and wifi access. We have had lots of vacationers and
some hikers as well. In August more new books will have arrived, keeping
the readers busy with best sellers and favorite authors alike. Children
have enjoyed a variety of summer programming, and the grand finale of this will
be on Tuesday August 2, when Drum Journeys of the Earth visits the Klock Room at
10:30 a.m. for a special performance of world percussion. This event is
free and open to the public.
The
automation team has been at work assigning barcodes to the holdings at the
library in anticipation of our move to an electronic catalog. All of adult
and young adult fiction has been entered so far, and work has begun on
children's and biographies. The team of volunteers has been working many
hours to get the job done,
with Eleanor Ross of
East Wallingford
making a tremendous effort. The process has also meant that duplicate books as
well as many older books with few checkouts are making their way into the book
sale, which is happening at the end of the month. Be sure not to miss it
for good reads at good prices.
On
Wednesday, August 24th, Milan Kundera's The Book of Laughter and
Forgetting will be discussed in the Klock Room at 6:30 p.m. Copies of the
book are available now in the library. Try this out and bring your
observations to share. Hope to see you there!

Friends of Gilbert Hart Library
I have just finished the
discussion book for July’s movie and book series that Wendy is arranging for
this summer. The book, called Loving Frank, is about architect Frank Lloyd Wright and his
rather eccentric life-style, especially for the times in which he lived (early
1800’s). It is a novel because documentation of many facts could not be
confirmed, and yet a life has a sequence and some conclusions were made up,
though logical.
This
week we will view the movie, which consists of many examples of his architecture
which he called American or democratic. His aim was to make a house appear to be
part of the landscape. Come and see the movie, whether you’ve read the book or
not. The book talks about architecture, but mostly it was about his decades-long
affair.
Then
you can decide to go ahead with the last book-and-movie selection on August 17th.
The
Friends want to enthusiastically say thank you to the Trustees for the Volunteer
Appreciation Luncheon they put on in mid-July for all those who have helped the
Library maintain its services and keep things on an even keel during the past
year. The luncheon was delicious and the atmosphere warm and friendly. We are
truly lucky to have such a congenial “bunch”.
In
August, whist parties will continue at 7:00 p.m. on the 5th and 19th

On
the 27th, the day before the
Wallingford
250th birthday celebration, the Friends will have our annual book
sale in the Klock Room. Also we’ll have our tag sale on that day. Hours will
be from 8:00 a.m. to 2:00 p.m. Items for either or both sales can be brought to
the Library after the 1st of August.
The
celebration of the town will take place on August 28th at the Boys
Camp. The Library will have a presentation or a table to help townsfolk
understand and appreciate the role the Library plays in our town.

Angel Food Ministries
Angel Food Ministries is a
non-profit, non-denominational organization dedicated to providing substantial
grocery savings to communities. Angel
Food is available monthly to any household in a quantity that can fit into a
medium sized box at $30. Each
month’s menu is different and consists of both fresh/frozen items with an
average retail value of $60. Generally, one box of food assists in feeding a
family of four for about one week or a single senior citizen for almost a month.

Rotary Club
Rotary summer events feature a variety of activities and this month we’d
especially like to thank club members Gary Jaquith for organizing our annual
Fishing Clinic and Derby with the Vt. Fish and Game Dept. and Don Glendenning
(and Annie) for hosting us at their pond on West Hill.
Many young people had a fine time out in the rain catching a few good
trout.
On
Monday, July 11th, we had a very special evening dinner to honor our
most senior member, Homer Somers, who’s been an active Rotary member for a
remarkable 60 years. Homer has been
a member in several Clubs in CT, NY and
Vermont
.

annual coin drop on Saturday, July 16th was supported by the many
local and visitor drivers. We appreciate all the community support as we use
this fund-raiser for local projects and scholarships.
This year’s exchange students are returning home and new students will
be arriving soon. We thank the
Michael Beattie/Leslie Silver household for generous hosting Grigor for much of
this school year.
In
August, we’ll be participating along with everyone else in town for a
celebration of
Wallingford
’s semi-quincentennial at the Lodge and look forward to sharing in the picnic,
history, and exhibits Sunday afternoon.
Please
keep in mind our Sunday, September 25th Lobster Fest at the Boy’s
Camp. This is our major club fund-raiser (dinner and raffle) and we look forward
to another delicious, annual community event.
