Wallingford Fire District No. 1

 MINUTES OF THE PRUDENTIAL COMMITTEE MEETING
 February 28, 2007

Chris Rabtoy called the meeting to order at 7:10 pm.  Also present were John Shaw, Chris McPhee and Stephanie Biagini - Clerk/Treasurer.

VISITORS:    Mark Breznick, Josh Cote, Crystal Davis, Derek Reed, Randy Squier, John West

The above visitors came before the committee to discuss the current part-time position available for a Wastewater/Water Operator/Sidewalk Snow Removal and Mowing. 

Each candidate gave a brief introduction of themselves.  John West explained to the committee the commitment levels for the position; to include the logistics of certification and the outline of the training program that he will institute.  Mr. West completed a comprehensive job description of the duties and responsibilities.  A copy was handed out to each candidate.

Mr. West expressed to the committee that the new hire would not be on duty alone while conducting wastewater/water operations.  Both Mr. West and Mark Breznick will contact the candidates for a site tour of the facility.  We are looking for the right candidate to fill the position within the near future. 

The committee had requested that Mr. West and Mr. Breznick assist in the selection process, due to their knowledge in the field(s).

The employee will be placed on a 6-month probation and the hourly wage would be $10.00 per hour/with working approximately working 20 hours per week, which includes weekends.

MINUTES:

The minutes of January 24, 2007 were read.  Chris Rabtoy made the motion to accept the minutes as read.  John Shaw seconded the motion.  Motion so carried. (YES 3, NO 0).

NEW BUSINESS:

Lodge:

The Caretaker wasn’t present. 

New Water Meters:  

New water meters have been ordered and delivered.  They along with any parts for the meters will be stored outside of the Fire District Office they will be located at Mill Street.  

Fire Hydrants:  

The Fire Hydrants have been delivered and will be installed as soon as weather permits.  

CPA Report:  

Bound copies of the final Certified Accountants audit for 2004, 2005 and 2006 are available in the Fire District Office and where handed out to each of the Prudential Committee Members.  

Executive Session:  

At the March 28, 2007 Prudential Meeting an addendum to the February 28, 2007 meeting minutes were made to read:  

Mr. Rabtoy called an executive session to discuss personnel issues at 7:35p.m.  Chris McPhee seconded the motion.  Motion so carried. (YES 3, NO 0).  The committee came out of executive session at 7:45 p.m.  No action was taken.  

OLD BUSINESS:  

Deerfield Drive:  

The leak had been fixed on Tuesday, February 27, 2007.  At the time of the meeting, we are awaiting the quality of water results.  We anticipate the results Thursday afternoon (March 1st) or Friday (March 2nd).  The Clerk will notify all residents by phone or by mail for those who do not have a telephone number on file in the office.  

To streamline communication, we’re requesting residents to provide any changes in their mailing address and a contact telephone number.  It’s imperative to have this information in case an emergency.  

OTHER BUSINESS:  

Treasurer’s Report:  

The Treasurer reported an overpayment issue with Suburban Oil.  They had been charging the Fire District sales tax over $700.00.  There was also an overpayment on an invoice that resulted to another credit to our account.  

The Clerk reported numerous phone calls related to the copier in the office.  Each month dating back to December 06, calls were being placed without results.  It seems that we have had a multi-functional machine in the office that wasn’t being used to its fullest capacity (i.e., fax, scanner, copier and printer).  Maintenance on the copier has been completed and a new drum has been replaced (included in the rental agreement).  Mr. Rabtoy said if they aren’t able to respond, that we will need to cancel the contract and retain another company to provide us with service.  The Clerk will keep the committee informed of any outcomes.   

The Treasurer reported that she’s received good feedback regarding the new Billing procedures.  The next water meter reading will take place at the end of March, beginning of April.  The 2nd Qtr Bill will include readings from January 2007 – March 2007, including the quarterly payments for Water/Sewer Rents, Water Bond and Fire District Tax.  

BILLS:  

The bills were presented to the committee for review and were approved.    

NEXT SCHEDULED MEETING:  

The next regularly scheduled meeting of the Prudential Committee will be held on March 14, 2007 @ 7:00 p.m. – Fire District Office - Town Hall.  

ADJOURNMENT:  

Chris Rabtoy made the motion that the meeting be adjourned.  Chris McPhee seconded the motion.  Motion so carried. (YES 3, NO 0).  Meeting adjourned at 8:15 p.m.
